摘　　要：在顶层设计中,我国的新闻传播体系以"中央-省-地(市)-县"四级媒体为主体架构,现代化传播体系建设需要推进各级媒体与其他社会系统之间的资源流动与共享。各级媒体正在将固态边界改造为可渗透的、灵活的"无边界"。中央级媒体的水平边界逐渐灵活,关注点从结构转向流程,产品链更加丰富。中央级媒体和县级媒体突破垂直边界,平台与内容合作并重。专业媒体与商业媒体之间建立基于内容分发与内容共创的资源共享。现代化传播体系的建设还需要国家顶层设计的与时俱进,并继续加强媒体自身的体制机制改革、智能技术开发、社会资源交融、公民个体的连接与能量激活等。In the top-level design,China’s communication system is based on the four-level media of "central-province-prefecture(city)-county".Modern communication system requires flow and sharing of resources between all levels of media and other social systems.Media at all levels are transforming the solid boundary into a permeable and flexible "borderless".The horizontal boundaries of the central-level media are becoming more flexible,shifting their focus from structure to process,and enriching their product chains.Central and county level media are breaking the vertical boundaries,with equal emphasis on the platform and contents.Professional and commercial media are sharing resources based on content distribution and content co-creation.Modern communication system also requires national top-level design to keep pace with the times.It’s also important to continue to strengthen mechanism reform,intelligent technology development,social resource integration,and the connection and motivation of individual citizens.
