摘 要:基于已有的农地价值影响因素研究,以“三权分置”下农地承包经营权和流转经营权属性差异为切入点,采用宁夏平罗和陕西高陵两地区参与农地抵押贷款的农户调研数据,从农地自身及生产、农业项目及资产、农户个体及家庭、地区经济及政策环境四个方面归类影响因素,进而分析各类因素对不同产权属性农地经营权抵押评估值的影响。研究表明,农地面积、农田质量等农地自身特征,项目前景、经营成本等农业项目特征对新型经营主体的农地流转经营权评估值影响较大;年龄、受教育程度、城镇工作人数等农户个体及家庭特征对普通农户的农地承包经营权评估值影响较大;经济及政策环境特征对两类农地估值的影响大致相同。基于此,分别从农地价值评估事前、事中和事后三个环节提出提升农地经营权评估价值和推动农地抵押贷款可持续发展的政策建议。Based on the research of the existing influencing factors of farmland value, taking the attribute differences of farmland contracting management right and transferring management right under the "Separation of Three Rights" as the starting point, using the survey data of farmers participating in farmland mortgage loan in Pingluo County, Ningxia and Gaoling District, Shaanxi Province. The influencing factors were classified from four aspects of farmland itself and production, agricultural projects and assets, individual farmer and families, regional economy and policies, then the impacts of various factors on the mortgage assessed value of farmland management right with different property rights were analyzed. Researches had shown that the characteristics of farmland, such as the area and quality of farmland, and the characteristics of agricultural projects, such as project prospects and operating costs had greater impacts on the evaluation value of transferring management right farmland for new business entities;individual farmers and families, such as age,education level, and numbers of urban workers had greater impacts on the value of farmland contracting management right for ordinary farmers;economic and policy environmental features had roughly the same impacts on the two types of subjects. Based on this, policy recommendations were put forward to improve the assessed value of farmland management rights and promote the sustainable development of farmland mortgage loans from three links before, during and after the evaluation of farmland value.
