摘　　要：在对经济理论系统梳理的基础上,对生态价值评价和生态产品价值实现研究最新进展、基本概念界定、基本理论与估价方法、核算维度的确定等规范性进行了探讨,并对价值评价中存在的一些问题进行了讨论。研究指出:把生态资产纳入国民经济核算体系已成为必然趋势。生态价值评价和生态产品价值实现应以经济价值的认知为基础,从生产成本的节约和剩余价值的增加考虑价值的评价,并用新古典福利经济学中消费者剩余的方法确定其价值的大小,按照基于成本和收益的方法确定其价值范围和作为评价、核算的基本方法,以推动我国生态价值评价和生态产品价值实现等研究向规范的方向发展,并应与国际研究接轨,更好地为管理决策服务并促进生态资产管理发展。Based on the systematical analysis of economic theories,this paper discusses the latest progress of ecological value evaluation and ecological product value realization research,the definition of basic concepts,basic theories and valuation methods,and the determination of accounting dimensions.Some problems existing in the value evaluation are discussed as well.The paper points out that the research on ecological value evaluation and ecological product value realization at home and abroad has been developing,and it has become an inevitable trend to bring ecological assets into the system of national accounts.Ecological value evaluation and product value implementation should be based on the economic value cognition.The value of the evaluation should be considered from the increase of production cost savings and surplus.The value of consumer surplus in welfare economics should be determined by using new classical methods.The evaluation,accounting method and the range of size should be determined based on costs and benefits.The research also points out that the research on ecological value evaluation and ecological product value realization in China should consider the corresponding economic norms,and follow the path of international standards,so as to better serve ecological asset management and decision-making in China.
