摘 要:在现有的土地增值收益分配模式下,政府所获得的土地增值收益远大于村集体,村集体很难享受较大收益.这种分配模式一方面不利于保障农民的财产权益,另一方面也不利于城乡一体化发展和乡村振兴建设.为保障农民财产权益,促进乡村振兴发展,采用层次分析法与德尔菲专家打分法,从土地产权角度以及集体经营性建设用地价格影响因素的角度出发,建立了合理的土地增值收益测算模型和土地增值收益合理分配模型,并通过案例对两个模型的合理性进行了验证.研究结果表明:土地增值收益与土地级别呈现出正相关性,即土地级别越高,其增值收益以及增值收益占入市成交价格的比例也就越高.经计算,集体经营性建设用地入市中,政府与村集体在土地增值收益中应得的合理分配比例分别为28.6%和71.4%,农民实际获得的土地增值收益与现状相比得到很大提高.在实际操作中,这种分配模式具有普遍适用性.今后入市改革还需提高入市规范标准、探索多元化利益保护渠道、加强村集体管理制度建设.总之,集体经营性建设用地入市中土地增值收益的分配应从土地产权角度以及集体建设用地的价格影响因素角度出发,以构建合理的收益分配模型.本研究可为集体经营性建设用地入市改革提供参考依据.Under the existing land value-added income distribution model,the government gains much more land value-added income than the village collective,the village collective is difficult to enjoy bigger income.On the one hand,this distribution model is not conducive to the protection of farmers’property rights and interests,and on the other hand,it is not conducive to the integration of urban and rural development and rural revitalization.To protect property rights and interests of farmers and promote the development of the rural revitalization,using Analytic Hierarchy Process and Delphi expert scoring method are used to establish the reasonable land value-added income calculation model and the land increment income distribution model from the perspective of land property rights and influence factors of collective business construction land price.The rationalities of the two models are verified through the case.The results show that there is a positive correlation between land value-added income and land grade,that is,the higher the land grade,the higher the proportion of land value-added income and land value-added income in the transaction price.By the calculation,when collective profit-making construction land is entering into the market,the government and village collective should deserve 28.6%and 71.4%of the land value-added income respectively.Compared with the current situation,the land value-added income actually obtained by farmers has been greatly improved.In practice,this distribution model has universal applicability.In the future,it is necessary to improve the standard of market entry,explore diversified interest protection channels,and strengthen the construction of village collective management system.In a word,the distribution of land value-added income of collective profit-making construction land should be based on the perspective of land property rights and the influencing factors of collective construction land price,in order to construct a reasonable income distribution model.This study can provi
