数据治理视域下高职院校“双高计划”建设“精准管理”模型研究

摘　　要：项目金额大、建设任务繁琐、实施周期长、项目人员管理难,是高职院校“双高计划”面临的发展困境。运用“精准管理”和“系统管理”的思维,实施“四系统一中心一支撑”战略计划,可有效推进高职院校“双高计划”的建设。将高职院校“双高计划”的实施过程划分为规划系统、建设系统、管理系统和决策系统,依托一个数据中心将四大系统进行联结,打通决策层、执行部门和职能部门之间的数据壁垒,优化系统管理流程,实现“精准管理”,最后利用第三方风险管控支撑全过程,从而解决高职院校的发展困境。Huge project amount,tedious construction task,long implementation cycle,and diffi cult personnel management are the development dilemmas of"Double-High Plan"vocational colleges.Based on the"Precision Management"and"System Management",this paper implements a strategic plan of"Four Systems,One Center,One Support",and effectively promotes the construction of"Double-High Plan"vocational colleges.The implementation process of"Double-High Plan"in higher vocational colleges is divided into four systems:planning system,construction system,management system and decision-making system.Relying on one data center,the four systems are connected to break through the data barriers among decision-making management layer,executive department and functional department,to optimize business management process,thus to realize the"Precision Management".A professional third-party risk control management would support the whole process,thus finally,to solve the development dilemma of higher vocational colleges.
