摘 要:大面积航班延误对机场、空管和航空运输会造成巨大经济与社会损失,大面积航班延误发生时需要评估其延误程度以便采取相应控制策略。论文通过阐述空中交通网络维度大面积航班延误的基本概念,明确大面积航班延误的延误程度综合评估指标,从流量和容量(简称流容)与经济两方面,考虑机场的实际流量、最大容量、流容比、旅客吞吐量、货物吞吐量、起降架次及机场所在城市生产总值与城市地方财政收入等指标对大面积航班延误的延误程度进行评估,给出基于范数灰关联度赋权的线性加权综合评价模型评估大面积航班延误程度的方法。并运用实例证明所提出的方法评估大面积航班延误的延误程度的正确性。Large-scale flight delays will cause huge economic and social losses to airports,air traffic control and air transportation.When large-scale flight delays occur,it is necessary to evaluate the degree of delay in order to adopt corresponding control strategies.By expounding the basic concept of large-scale flight delay in the dimension of air traffic network,this paper defines the comprehensive evaluation indexes of the severity of large-scale flight delay.From the two aspects of flow and capacity(flow capacity for short)and economy,the indexes of actual flow,maximum capacity,flow capacity ratio,passenger throughput,cargo throughput,aircraft movements,the GDP of the city where the airport is located and the local financial revenue of the city are used to evaluate the degree of largescale flight delay,and a linear weighted comprehensive evaluation model based on norm grey correlation weighting is given to evaluate the degree of large-scale flight delay.An example is used to prove the correctness of the proposed method in evaluating the degree of large-scale flight delay.
