摘 要:人与自然环境和谐发展是生态文明的必然要求。当前,生态环境质量总体改善,但是与经济社会发展不平衡、不协调、不可持续的问题仍然存在。能源消费,尤其是化石能源消费对资源、环境和生态文明建设具有至关重要的影响。基于生态文明视角,首先构建了资源、环境、经济协调发展的系统。其次,以煤炭资源为例,基于CEADs开发的CO_(2)排放清单编纂模型核算了1980—2016年我国煤炭消费产生的CO_(2)排放量,并基于前人文献中煤炭的PM_(2.5)排放因子,核算了1980—2016年由煤炭消费产生的PM_(2.5)排放量。同时,对2020—2035年煤炭消费产生的CO_(2)排放量和PM_(2.5)排放量进行了预测。最后,基于核算和预测结果,提出应加强煤炭消费总量控制,提高煤炭净化比重,开发利用清洁能源,继续加大CO_(2)驱油与埋存技术的大规模应用等治理措施。It is an inevitable requirement of ecological civilization that human and natural environment develop harmoniously.At present,the quality of the ecological environment has improved on the whole,but the problems of imbalance,in-coordination,and unsustainability with economic and social development still exist.Energy consumption,especially fossil energy consumption,has a crucial impact on resources,the environment and the construction of ecological civilization.Based on the perspective of ecological civilization,firstly,a system of coordinated development of resources,environment and economy is constructed.Secondly,taking coal resources as an example,the CO_(2) emission inventory compilation model developed based on CEADs has calculated the CO_(2) emissions from its consumption from 1980 to 2016.Based on the PM_(2.5) emission factors of coal in previous literature,the PM_(2.5) emissions from coal consumption from 1980 to 2016 are calculated.At the same time,CO_(2) emissions and PM_(2.5) emissions from coal consumption from 2020 to 2035 are predicted.Based on the calculation and prediction results,it is proposed to strengthen the control of total coal consumption,improve the proportion of coal purification,develop and utilize clean energy,and continue to increase the large-scale application of CO_(2) oil displacement and storage technology.
