摘  要:新冠疫情对全球高等教育学生、教师、院校以及系统产生了中长期影响。为有效减少疫情损失和维持高等教育可持续性,世界各国纷纷制定适应本国的应急举措:一是职能驱动下的院校自治,包括保障人才培养、引领科学研究和兼顾社会服务;二是政策驱动下的政府规制,包括动态的行政命令、可靠的财政供给和连续的教学支持。但现有治理经验未能就全球高等教育的可持续发展给予适配的指导。因此,亟须从人类命运共同体的视角反思现有治理经验,结合中国在疫情期间的具体实践,为防疫下的全球高等教育治理提供一个来自中国的理念与路径,即构建教育人类命运共同体,通过提出保护受教育权、建立伙伴关系和激发情感共鸣等理念,从宏观、中观和微观层面为构建防疫下的全球高等教育治理提供“中国策略”。The COVID-19 had mid-long-term impacts on students,faculty,institutions,and systems in higher education worldwide.In order to effectively reduce losses and maintain education sustainability,many countries around the world have developed nationally-adapted emergency response strategies,which can be summarized as double experience of two-way integration:the first is function-driven institutional autonomy of higher education,including ensuring talent cultivation,leading scientific research and taking into account social services;the second is policy-driven government regulation of higher education,including dynamic administrative orders,reliable financial supply and continuous teaching support.However,the existing governance experience fails to give adaptable guidance on the sustainable development of global higher education.Therefore,it is urgent to reflect on the existing governance experience from the perspective of the community of shared future for mankind,combined with China’s specific practice during the epidemic period,and provide a Chinese concept and path for the global governance of higher education under epidemic prevention,namely the community of educational shared future for mankind.By putting forward the concepts of protecting the right to education,establishing partnerships and stimulating emotional resonance,the paper proposes a"Chinese strategy"for global higher education governance in the face of the epidemic at the macro,meso and micro levels.
