新时代科技伦理困境的理性追问

摘　　要：技术伦理是人们在技术研发和应用中应遵守的伦理规则和应履行的社会职责,它主要协调的是技术与人、社会和自然之间的伦理关系。新时代技术伦理“囚徒困境”的发生,有多种主客观因素制约,其中根本原因在于人类认识过程的无限性与伦理进步的历史性,使技术日益拓宽伦理的范畴;技术进步的革命性与社会伦理的相对稳定性,往往使技术不断刷新伦理底线;技术开发和应用结果的不确定性,加速技术对伦理的挑战和冲击。超越技术伦理困境,要从新时代科技进步和社会现实出发,在科学的认识论、价值论和方法论等思想成果基础上,发展科学精神和技术理性,拓宽社会参与路径,优化技术协同创新机制,加强技术伦理教育和科技法治建设,探索科技和社会深度融合的人文主义新路。Technological ethics is the ethical rules and social responsibilities conducted by people when they are developing and using technologies with the function of regulating the ethical relationships between technology and people,society and nature.There are subjective and objective elements which contributes to the occurrence of“prisoner’s dilemma”,one of the technological ethics in the new era.The basic ones are the infinity of people’s recognition and the ethical category broadened by the technology in the historic progress of ethics.Revolutionary character of technological progress and relative stability of social ethics often renew the bottom line of ethics.Technological development and uncertainty of using the results accelerate the technology’s challenge and shock to ethics.With the purpose of crossing ethics dilemma,everyone has to start from new era technological progress and the social reality,develop science spirit,broaden the ways of social attendance,optimize technology collaborative innovation system,strengthen technological ethics education as well as construction of sci-tech legal system and probe a new humanism road with the deep combination of science,technology and society on the basis of scientific epistemology,axiology and methodology.
