慢速排队机制对防控网络号贩子的借鉴思考

摘　　要：为保证医疗资源利用的公平、合理性,各种预约挂号平台积极采取各种措施和技术手段,防治号贩子的违法行为。本文从医疗号贩子属性分析入手,阐述了网络号贩子抢号手段现状;介绍了当前北京市京医通平台的号贩子防控方式,借鉴了中国铁路12306平台应用的无感知差异化慢速排队机制策略的优势,并对京医通平台现状进行了慢速排队机制应用的差距分析,为各地各机构预约挂号平台防控网络号贩子的策略和方法提供借鉴和参考。In order to ensure the fairness and rationality of medical resources,various registration platforms actively take various measures and technical means to prevent the illegal behavior of registration scalpers.This article starts with the analysis of the attributes of medical registration scalpers and explains the current status of registration scalpers'methods of snatching registration.Then it introduces the current prevention and control methods of JingYi Tong platform.The advantages of the non-perceived differential slow queuing mechanism applied by the 12306 platform are analyzed.An analysis of the gap in the application of the slow queuing mechanism has been conducted on the JingYi Tong platform,which provides a reference for various registration platforms to prevent and control web registration scalpers.
