摘 要:高等教育发展水平是一个国家发展水平和发展潜力的重要标志,研究我国高等教育资源配置效率问题,对进一步促进高等教育优质均衡发展、建设教育强国具有重要意义。本研究基于超效率DEA-Malmquist方法,连续动态测评我国31个省(自治区、直辖市)2016—2019年高等教育资源配置效率,分析东中西部高等教育资源配置效率差异,利用Tobit回归模型进一步探索影响高等教育资源配置效率的因素。结果表明,高等教育资源配置综合效率稳步提升,配置效率主要受技术效率变动影响。总体而言,区域间高等教育资源配置效率不存在显著差异。基于研究结论提出了推进教育资源配置方式改革、加强区域协同发展机制建设、优化高校学科专业布局相关建议,以全面提升高等教育质量。The development level of higher education is an important symbol of a country’s development level and development potential.Studying the allocation efficiency of higher education resources in China is of great significance to further promote the high-quality and balanced development of higher education and build an educational power.Based on the super efficiency DEA-Malmquist method,this study continuously and dynamically evaluates the higher education resource allocation efficiency of 31 provinces in China from 2016 to 2019,analyzes the differences in resource allocation efficiency between the east,central and western regions,and further explores the factors affecting the higher education resource allocation efficiency by using Tobit regression model.The results show that the comprehensive efficiency of higher education resource allocation has improved steadily,and it is mainly affected by the change of technical efficiency.Generally speaking,there is no significant difference in resource allocation efficiency between regions.Based on the research conclusions,this paper puts forward relevant suggestions to promote the reform of educational resource allocation mode,strengthen the construction of regional collaborative development mechanism,and optimize the discipline and specialty layout of colleges and universities,so as to comprehensively improve the quality level of higher education development.
