摘 要:目的分析四川省妇幼保健机构卫生人力资源配置公平性状况,为合理配置妇幼保健卫生人力资源提供科学的依据。方法采用集中指数、Kakwani指数和集聚度分析四川省妇幼保健机构卫生人力资源配置公平性状况。结果四川省妇幼保健机构卫生技术人员、执业(助理)医师、注册护士、药师(士)和技师(士)的集中指数均大于0,说明卫生人力资源倾向于经济水平较高的地区。5项指标的Kakwani指数均为负数,说明人均GDP低的地区受益程度较高。从HRAD来看,成都平原经济区、川南经济区和川东北经济区5项卫生人力资源的值大于1,说明这些地区卫生人力资源按地理配置的公平性过高。从HRAD与PAD的差值来看,成都平原经济区5项卫生人力资源的差值大于0,说明这些地区卫生人力资源相对于集聚人口过剩;川南经济区、川东北经济区5项卫生人力资源的差值小于0,说明这些地区卫生人力资源相对于集聚人口不足。结论卫生人力资源倾向于经济水平较高的地区,人均GDP低的地区受益程度较高,卫生人力资源总体不足、地区间不均衡。卫生行政部门要发挥妇幼保健卫生资源规划的导向作用,推动卫生人力资源充足地区对短缺地区的支援和帮扶。Objective To analyze the equity of health human resource allocation in maternal and child health institutions in Sichuan Province,and provide a scientific basis for reasonable allocation of health human resources for maternal and child health.Methods Concentration index,Kakwani index and concentration degree were used to analyze the equity of health human resource allocation.Results The concentration indices of health technicians,licensed(assistant)physicians,registered nurses,pharmacists(nurses)and technicians(nurses)in maternal and child health institutions in Sichuan Province were all greater than 0,indicating that health human resources tended to favor regions with higher economic levels.The five Kakwani indices were negative,indicating that regions with low per capita GDP benefited to a higher extent.In terms of health resource agglomeration degree(HRAD),the values of five health human resource items in Chengdu Plain Economic Zone,Sichuan South Economic Zone and Sichuan Northeast Economic Zone were greater than 1,indicating that the equity of health human resources allocation by geography was too high in these regions.In terms of the difference between HRAD and population agglomeration degree(PAD),the difference between the five health human resource items in the Chengdu Plain Economic Zone was greater than 0,indicating that the health human resources in these regions were excessive relative to the agglomeration population;the difference between the five health human resource items in the Sichuan South Economic Zone and the Sichuan Northeast Economic Zone was less than 0,indicating that the health human resources in these regions were insufficient relative to the agglomeration population.Conclusion Human resources for health tend to favor regions with higher economic levels,regions with low GDP per capita benefit to a higher extent,and human resources for health are generally insufficient and uneven among regions.Health administrative departments should play a guiding role in planning health resources for ma
