高校建立科研财务助理制度的探讨--结合M省的实践

摘　　要：在科研经费“放管服”大背景下,“科研财务助理”概念应运而生,国家各部门相继出台相关政策,促进建立健全科研财务助理制度。结合M省本科院校科研财务助理制度落实情况,针对其实施过程中存在的政策落实不到位、科研财务助理队伍专业性不强、稳定性差等问题,提出了提高思想意识、聘用主体多元化、灵活运用间接经费、加快信息化建设、多元化服务等对策建议。Under the background of“delegating power,streamline administration and optimizing government services”,the concept of“scientific research financial assistant system”is born.Various national departments have issued relevant policies to promote the establishment and improvement of the scientific research financial assistant system.Combined with the implementation of the scientific research financial assistant system in M Province,this paper puts forward some proposals such as improving ideology,diversifying employment subjects,flexibly using indirect funds,speeding up information construction and diversifying services to solve the problems in the implementation of scientific research financial assistant system such as the policy implementation is not in place,the scientific research financial assistant team is not professional,and the stability of management is poor.
