摘　　要："微信账号解封"犯罪是近年来高发的新型网络黑灰产犯罪,具有低龄化、组织化、链条化及隐蔽化等特点。"微信账号解封"犯罪为实施非法利用信息网络犯罪提供帮助,已经严重影响了人民的财产安全和国家网络安全。从其犯罪成因来看,主要存有利益诱惑高、犯罪成本低、监管难度大、侦查打击难等因素,对其进行治理应采用多元化治理模式,即协同治理、法治治理与技术治理。协同治理主张强化部门协同、行业监管及预防宣传;法治治理重视法律适用、层级打击和刑事政策;技术治理强调人才培养、警企合作及技术反制。The crime of"unblocking WeChat account"is a new type of network crime with high incidence in recent years,which is characterized by low age,organization,chain and concealment.The crime of unlocking WeChat account provides help for the implementation of illegal use of information network crime and has seriously affected people’s property security and national network security.From the perspective of the causes of the crime,there are mainly some factors,such as high temptation of interests,low cost of crime,difficult supervision,difficult investigation and so on.Diversified governance model should be adopted to govern it,that is,collaborative governance,rule of law governance and technical governance.Collaborative governance advocates strengthening departmental coordination,industry supervision and prevention publicity.The rule of law governance attaches importance to the application of law,hierarchical crackdown and criminal policy.Technological governance emphasizes personnel training,police-enterprise cooperation and technological reaction.
