基层党建嵌入乡村治理何以可能与何以可为——基于贵州省M县S村的考察

摘　　要：乡村振兴背景下,“抓党建促振兴”成为推动乡村振兴战略实施的一种可行路径。通过对贵州省M县S村的案例考察发现,基层党建嵌入乡村治理之所以成可能,原因在于21世纪以来乡村社会变迁、基层治理模式转型以及新时期农村党的建设新要求。基层党建嵌入之所以能够优化乡村治理,关键在于基层党建通过组织嵌入乡村治理夯实了治理基础,通过行动嵌入乡村治理优化了治理方式,通过职能嵌入乡村治理重塑了治理属性;基层党建嵌入乡村治理之所以能够有为,重点在于基层党建与乡村治理能够在组织结构、治理目标上实现耦合,并形成互动。在实施乡村振兴战略的过程中,要进一步优化基层党建嵌入乡村治理的路径,推进乡村治理有效实现,助力乡村全面振兴。Under the background of rural revitalization,it is a feasible way to promote the implementation of Rural Revitalization Strategy by“grasping Party building and promoting revitalization”.Through a case study of S Village in M County,Guizhou Province,it is found that the embedding of grassroots Party building in rural governance is possible because of the changes in rural society since the 21st century,the transformation of grassroots governance models,and the new requirements of rural Party building in the new era;the reason why the grassroots Party building can be embedded into rural governance lies in the fact that the grassroots Party building embedded into the rural governance has consolidated the foundation of rural governance through organizational embedding,optimized the governance mode through action embedding,and reshaped the governance attribute through function embedding;the reason why grassroots Party building embedded in rural governance can achieve success lies in the coupling and interaction between grassroots Party building and rural governance in organizational structure and governance objectives.In the process of implementing the rural revitalization strategy,we should further optimize the path of grassroots Party building embedded in rural governance,promote the effective realization of rural governance,and boost overall rural revitalization.
