摘　　要：在高校开展内部巡察关系着立德树人根本任务的完成,关系着党的执政基础在高校的厚植,关系着全面从严治党战略部署在高校基层党组织落实落细。高校内部巡察是高校党委开展的师生身边的“巡视”,具有政治性、规范性、主动性和有限性特征。高校内部巡察对于落实党中央全面从严治党战略部署、深化中央和教育部党组巡视整改、推动解决高校内涵发展中存在的突出问题具有重要意义。在高校开展内部巡察,必须精心做好巡察动员,着力破解高校内部巡察被动接受的问题;动态调整巡察队伍,着力破解高校内部巡察的人才稀缺问题;科学设计巡察要点,着力破解高校内部巡察熟人监督难问题;扎实做好巡察整改,着力破解高校内部巡察的整改无力问题。Internal inspections in colleges and universities are related to the fulfillment of the fundamental task of teaching and education,the establishment of the Party’s ruling foundation,and the full implementation of a comprehensive and strict administration of the Party in these institutes.The theoretical research and practical exploration of internal inspections in colleges and universities must be strengthened.Internal inspections in colleges and universities are“patrols”around teachers and students carried out by the Party committee of colleges and universities,which are political,standardized,active and limited.Internal inspections in colleges and universities are of great significance for implementing the strategic deployment of the Party Central Committee’s comprehensive and strict administration of the Party,for deepening the inspection and rectification of the Party group of the Central and the Ministry of Education,and promoting the resolution of outstanding problems in the development of the connotation of colleges and universities.To carry out internal inspections in colleges and universities,we must use in-depth ideological mobilization to tackle the problem of passivity in internal inspection;dynamic adjustments of the inspection team are to be practiced to tackle the problem of intellectual scarcity;inspection points are to be scientifically designed to resolve the difficulties of inspection on familiar individuals;rectifications are to be made with the inspection work itself to tackle the problem of lethargy in this respect.
