医养结合何以助力健康扶贫?--基于青海省H州G县的实践

摘　　要：随着我国进入到相对贫困治理阶段,如何为民族地区老年人提供更加优质的医疗和养老服务,以避免其因病返贫,是我国健康扶贫下一阶段需应对的重要议题。医养结合将医疗和养老串成一个完整链条,对于实现民族地区老年人对健康资源的可及性、健康机会的公平性和健康能力的有效性具有重要意义,是针对老年人健康扶贫的关键举措。然而,在实践中,民族地区面临县级财源配置不均,社会资本缺位、长期护理保险缺失、基层医护人才短缺等问题。基于此,本文提出拓宽筹资渠道、为社会组织“赋能”、建立长期护理制度、完善人才政策等对策以推动民族地区医养结合养老服务的发展,巩固健康扶贫成果。As our country is at the stage of relative poverty governance,how to provide better medical and elderly care services for the elderly in ethnic regions to prevent them from slipping back to poverty due to illness has been an important prolbem that our country needs to deal with in the next stage of poverty alleviation in health care.Combining medical care and elderly care into a complete chain,it is of great significance to realize the accessibility of health resources,the fairness of health opportunities,and the effectiveness of health capabilities for the elderly in ethnic regions.Therefore,it is the key initiative to poverty alleviation for the elderly.However,in practice,ethnic regions face such problems as uneven distribution of county-level financial resources,lack of social capital,lack of long-term care insurance,shortage of grass-roots medical personnel,and so on.Based on this,it is proposed to broaden financing channels,“empower”social organizations,establish long-term care systems,and improve human resources policies and systems to promote the development of integrated medical care and elderly care services in ethnic regions and consolidate the results of poverty alleviation in health care.
