河南实现“两个确保”奋斗目标与加快培育人力资本优势

摘　　要：实现“两个确保”是河南省第十一次党代会提出的中长期奋斗目标。提升河南的人力资本优势是实现“两个确保”的重要基础和支撑。针对河南人力资本状况、提升人力资本优势面临的主要问题,河南应进一步在完善高层次人才联合培养机制、创新高层次人才引进培养模式、更加重视以“待遇”引人留人等方面作出努力。To realize“two guarantees”is the middle&long-term goal proposed in the 11th party congress in Henan province.Improving human capital advantage in Henan province is the important basis and support for realizing“two guarantees”.According to the situation of human capital in Henan province and the main problems when improving human capital advantage,we should make efforts in the following aspects:improving the joint training mechanism for high-level talents,innovating the mode of high-level talents introduction and training,and paying more attention to attracting talents with better treatment.
