我国校园足球政策工具有效选择的影响因素研究

摘　　要：校园足球发展作为足球改革的重点工作,以意识层面——政策引导其有序发展是顶层设计的重点,为此,本文采用文献资料法和内容分析法,剖析我国校园足球政策有效选择的影响因素,以我国23个省市自治区2015-2017年颁布的校园足球政策文本中政策工具有效选择作为研究对象,通过NVivo 12质性分析软件针对23个省市自治区2015-2017年颁布的政策文本进行分析,探索影响我国校园足球政策工具选择的重要因素。研究发现,校园足球政策工具有效选择的因素包括4个层面,累计涵盖10个因素。其中,工具特性与政策环境为占比最重的两个层面。由于每种因素的重要性不同,其核心因素为运作机制、政策目标、部门任务、政府能力。次核心因素为物品类型、社会能力、绩效特征。影响因素为组织文化、社会异质性、旧工具。根据其影响因素的作用维度,提出优化政策环境、突出工具特性、明确政策目标、完善组织路径等校园足球政策制定启示。Campus football development as the focus of football reform work,with consciousness-policies to guide the orderly development is the key of the top-level design,therefore,this article USES the literature material method and content analysis method,the influence factors of campus football in our country the policy effective choice,23 provinces and autonomous regions in our country promulgated the campus football in 2015-2017 policies in the text tool effectively select as the research object,through qualitative analysis software NVivo 12,2015-2017 in 23 provinces and autonomous regions of policy text analysis,to explore the important factors that affect the campus football policy tool to select.It is found that the effective selection of campus football policy tools includes 4 factors,covering 10 factors in total.Among them,tool characteristics and policy environment are the two most important.Due to the different importance of each factor,its core factors are operating mechanism,policy objectives,departmental tasks and government capabilities.The secondary core factors are item type,social ability and performance characteristics.The influencing factors are organizational culture,social heterogeneity and old tools.According to the function dimensions of its influencing factors,the paper puts forward some inspirations for campus football policy making,such as optimizing the policy environment,highlighting the characteristics of tools,clarifying the policy objectives,and improving the organizational path.
