摘 要:分析目前妇幼保健机构预算绩效管理与评价工作中存在的问题,为进一步强化我国妇幼保健机构的预算绩效评价工作,构建全方位、全过程、全覆盖的预算绩效管理体系提供依据。本研究基于目前各级妇幼保健机构已建立的管理体系,特别是在全面预算绩效评价管理体系方面取得的成果,发现在实际考核过程中存在的诸多问题,结合实际工作,提出应努力建立科学、公平合理的绩效考核制度及方法,有效促进妇幼保健机构经济效益和社会效益。规范妇幼保健机构绩效评价和管理制度并形成长效机制,为今后各级妇幼保健机构开展绩效管理提供参考与借鉴。To analyze the existing problems in the budget performance management and evaluation of maternal and child health institutions(hereinafter referred to as MCH institutions), and to provide the basis for further strengthening the budget performance evaluation of MCH institutions in China and building a comprehensive, whole-process and full-coverage budget performance management system. The management system established by MCH institutions at all levels was analyzed, especially the achievements obtained in the comprehensive budget performance evaluation management system, and many problems existed in the actual assessment process were found, and management suggestions were put forward based on the actual work. Striving to establish scientific, fair and reasonable performance assessment system and methods, and effectively promoting the economic and social benefits of maternal and child health care institutions. The performance evaluation and management system of MCH institutions should be standardized and a long-term mechanism should be formed to provide reference for MCH institutions at all levels to carry out performance management in the future.
