摘  要:梳理了环境规制工具、研发补贴对绿色技术创新的作用机理,以2008—2018年中国工业省级面板数据为样本,利用层次回归分析法实证检验了环境规制工具、研发补贴对绿色技术创新的直接影响与联合影响,并进一步检验了这两类影响的空间异质性。结果显示:(1)直接管制型规制强度与绿色技术创新显著负相关,经济激励型规制强度、研发补贴强度与绿色技术创新显著正相关。(2)从全国层面看,研发补贴对直接管制型规制对绿色技术创新的影响存在正向调节效应,研发补贴与经济激励型规制对绿色技术创新存在正向交互效应。(3)对于东部沿海与长江中下游地区,研发补贴与经济激励型规制对绿色技术创新的交互效应不显著;对于中西部非长江中下游地区,直接管制型规制对绿色技术创新的抑制作用较弱,研发补贴对直接管制型规制绿色创新激励效应的正向调节作用较强。Based on combing the theoretical mechanism of environmental regulation tools and research and development subsidies that affect green technology innovation,this paper uses the panel data of China’s industry from 2008 to 2018 as samples,and uses hierarchical regression analysis to empirically test the environmental regulation tools and research and development subsidies.The direct impact and joint impact of green technology innovation,and further examined the spatial heterogeneity of these two types of impact.The empirical research results show that:(1) the intensity of direct regulatory environmental regulation is significantly negatively correlated with green technology innovation,and the intensity of economic incentive environmental regulation and the intensity of R&D subsidies are significantly positively correlated with green technology innovation;(2) at the national level,R&D subsidies have a positive moderating effect on the relationship between direct regulatory environmental regulation and green technology innovation,and R&D subsidies and economic incentive environmental regulation have a positive interaction effect on green technology innovation;(3) for the eastern coastal areas and the middle and lower reaches of the Yangtze River,the interaction effect of R&D subsidies and economic incentive regulation on green technology innovation is not significant;for the central and western regions of the middle and lower reaches of the Yangtze River,the inhibition effect of direct regulatory environmental regulation on green technology innovation is weaker,the positive moderating effect of R&D subsidies on the incentive effect of direct regulatory environmental regulation on green innovation is stronger.
