摘　　要：进入新时代,中国民族事务的公共性特征不断凸显,国家与多民族社会的关系发生深刻变化,族际关系领域的压力与挑战需要推进民族事务治理体系和治理能力现代化,探索民族事务治理转型方案。运用规范分析与文献分析方法对当代多民族国家族际政治基本逻辑的研究表明,通过民族事务治理来维持公共权力资源在国内不同民族间的动态均衡分配是实现族际关系和谐、国家长治久安的重要途径。结合中国国情,在纵向的中央与地方政府府际关系层面,要明晰职能定位、统筹权力划分,促进分权方式由“环节性分工”转为“整体性分权”;在横向的政府与社会力量关系层面,要变“政府管理”为多种社会力量“协同共治”,积极发挥少数民族社会组织的功能及作用,形成多主体协同参与格局。此外,法治化、制度化和民主化也是民族事务治理转型的重要途径。In the new era,publicity as a characteristic of China's ethnic affairs has been constantly highlighted,the relationship between the state and multi-ethnic society has undergone profound changes,and both pressure and challenge exist the field of inter-ethnic relations.It is necessary to promote the modernization of the governance system and governance capacity of ethnic affairs,and explore a transformation plan for the governance of ethnic affairs.By means of normative analysis and literature analysis,this paper studies the basic logic of inter-ethnic politics in contemporary multi-ethnic countries.It shows that maintaining the dynamic and balanced distribution of public power resources among different ethnic groups through the administration of ethnic affairs is an important way to realize the long-term peace and stability of a country with harmonious inter-ethnic relations.Given China's national conditions,it is necessary to clarify the function positioning and plan the division of power,and promote the decentralization from link division to overall decentralization at the level of vertical inter-governmental relations between the central and local governments.At the horizontal level of the relationship between the government and social forces,government management should be changed into collaborative governance by various social forces,and the functions and roles of ethnic minority social organizations should be brought into full play to form a multi-subject collaborative participation pattern.In addition,legalization,institutionalization and democratization are also important ways to transform the governance of ethnic affairs.
