双向FDI协同与区域技术创新抑制环境污染的效应

摘　　要：作为高水平对外开放的重要途径之一,“引进来”和“走出去”在促进中国经济繁荣的同时也对环境产生重要影响,但关于双向FDI协同环境效应的研究还较少,具体的影响渠道也有待进一步理清。利用2003—2018年中国30个省级行政区域数据,首先引入容量耦合系统模型测度双向FDI协同发展水平,进而与PM_(2.5)污染、技术创新等数据相匹配,探究了双向FDI协同的环境效应与作用路径。研究发现:双向FDI协同对本地环境污染存在显著的抑制作用,在空间自相关影响下,将其他地区环境污染水平纳入分析后这种环境改善作用依然显著。双向FDI协同的环境提升作用具有积极的空间溢出效应,能够辐射带动其他区域环境质量的提高。进一步的研究表明:双向FDI协同的环境污染缓解作用存在区域异质性,在内陆及污染程度较轻的地区更明显。双向FDI协同通过抑制模仿创新能力加剧区域环境污染,而能够通过提高自主创新水平缓解环境污染压力。自主创新能力的提高是充分发挥双向FDI协同积极环境效应的“长久之计”,尽管初期模仿创新发挥了积极的作用,但随着模仿创新支出不断增加,环境改善效应转而下降。基于上述结论提出:经济政策与环境政策要互相配合、互为补充,积极发挥高质量经济发展的正外部效应;环境治理既要根据本区域实际情况进行精准治污又要反对区域割裂;依托双向FDI协同发展的技术溢出效应增强自主创新能力,加速技术创新向生态领域的渗透,走可持续绿色发展之路。As one of the important ways of achieving high⁃level opening⁃up to the outside world,the policies of􀆳bringing in􀆳and􀆳going out􀆳have not only brought China􀆳s economic prosperity,but also had an important impact on the environment.However,the research on the environmental effect of two⁃way FDI synergy is still not sufficient,and the specific channels of impact need to be further clarified.Based on the data of 30 provincial⁃level administrative regions in China􀆳s mainland from 2003 to 2018,this paper first introduced the capacity coupling system model to measure the level of two⁃way FDI synergy,and then matched the data of PM_(2.5) pollution,technologi⁃cal innovation and other data to explore the environmental effects and action path of two⁃way FDI synergy.The study found that:Two⁃way FDI synergy had significant inhibitory effect on local environmental pollution,and under the influence of spatial autocorrelation,the environmental improvement effect was still significant after the environmental pollution levels of other regions were included in the analysis.The environmental promotion effect of two⁃way FDI synergy had a positive spatial spillover effect,which could radiate to other regions and drive the improvement of environmental quality of these regions.Further research showed that the effect of two⁃way FDI syn⁃ergy on environmental pollution mitigation had regional heterogeneity,especially in the inland and less polluted areas.Two⁃way FDI synergy could aggravate the regional environmental pollution by inhibiting the ability of imitative innovation,and could alleviate the pressure of environmental pollution by improving the level of independent innovation.The improvement of independent innovation capa⁃bility was a􀆳long⁃term solution􀆳to giving full play to the positive environmental effect of two⁃way FDI synergy.Although imitative inno⁃vation played a positive role in the initial stage,with the continuous increase of expenditure on imitative innovation,the env
