摘 要:基于岗位管理的编制核定是高校深化人事制度改革的基础,是优化高校人员结构、提升人力资源竞争力、服务高校事业长远发展的有效途径。以当前中国高校岗位管理中存在的实际问题为出发点,分别从适应国家规范要求、符合学校长远发展需要和适应岗位成长需要三个方面入手,分析了基于岗位管理进行高校编制核定的重要性。提出坚持“总量控制、科学设岗、动态调整”的原则进行各类人员编制的核定,实现人员管理向岗位管理的转变,有利于调动高校教职工的工作积极性,既有利于高校的发展稳定和吸引人才,也有利于增强高校的办学活力。The regulation of manning quotas based on position management is the foundation for deepening the reform of the personnel system in universities,and is an effective way to optimize the personnel structure of universities,enhance the competitiveness of human resources,and serve the long-term development of universities.Starting from the actual problems existing in the current post management in China’s universities as a starting point,the importance of the regulation of university manning quotas based on post management is analyzes from three aspects:adapting to the requirements of national regulations,meeting the long-term development needs of the school,and adapting to the individual growth needs of the post.The principle of“total amount control,scientific post establishment and dynamic adjustment”is put forward to verify various personnel establishment and realize the transformation from personnel management to post management.It is conducive to mobilizing the work enthusiasm of university staff,which attracts talents for the stable development of universities and enhances the vitality of university-running.
