摘　　要：太平洋战争爆发后日军侵入上海租界,原先依托“孤岛繁荣”在上海租界生存的华商企业发展颇为困难,工人职业病和传染病的肆虐流行使惨淡的工业雪上加霜。险恶的外部环境促使部分华商工厂团结协作打造企业发展的命运共同体,以联合医务的形式展开自救。在此过程中,以留洋医学博士余新恩为代表的国内医学界精英积极和上海工部局沟通,并通过组织工厂联合医务的形式推动上海华商工业卫生建设。上海工厂联合医务在实施过程中沿着专业性和制度型的轨迹发展,对今日工业卫生治理亦有启示。After the outbreak of the Pacific War,the Japanese army invaded the Shanghai concession.Chinese enterprises relying on"islands of prosperity"in the Shanghai concession previously were facing great challenges,and things turned worse by the spread of occupational disease and infectious disease among workers.The hostile external environment prompted the enterprise community among some Chinese enterprises to self-help with joint medical service.Yu Xin'en,the representative of domestic medical elites,a MD,actively communicated with the Shanghai municipal,and promoted the industrial hygiene construction of Shanghai Chinese businessmen with joint medical service.The joint medical service of Shanghai enterprises developed along the track of specialization and institutionalization in management,also enlightened today's industrial hygiene governance.
