摘　　要：建设长三角区域高等教育高质量发展先行区是中国“十四五”时期教育领域的重大研究课题。文章尝试性提出“高等教育区域化”这一高质量发展的“创新型”战略思路,并将其与当前流行的“一体化”说法进行了较为充分的理论辨析和论证。考察梳理长三角高等教育发展的历史脉络,发现其大致经历了合作期、协调期、协同期和融合期四个阶段,为实现“高等教育区域化”高质量发展奠定了较为扎实的基础。从高等教育竞争力的视角分析推进长三角高等教育区域化发展的瓶颈,发现存在着较为明显的“行政区割裂发展”“优质资源虹吸效应”“经费投入规模优势被平均化”等问题和特征。文章据此提出,可以通过政治性方法、组织性方法和功能性方法三种路径来促进长三角高等教育区域化发展,推动高等教育高质量发展先行区实现的进程。It is an important research topic in the field of education to construct a pilot area for the high-quality development of higher education in the Yangtze River Delta during "the 14th Five Year" period. Firstly, we attempted to put forward "higher education regionalization" as the "innovative" high-quality development strategy, and made a full theoretical analysis and demonstration by comparing it with the current popular statement, "higher education integration". Then, we reviewed the historical context of the higher education development in the Yangtze River Delta, and found it had experienced four stages: cooperation period, coordination period, convergence period and integration period, which laid a solid foundation for realizing the high-quality development of "higher education regionalization". Furthermore, from the perspective of higher education competitiveness, we analyzed the bottleneck of promoting the higher education regional development in the Yangtze River Delta, and pointed out the obvious problems and characteristics like "fragmented development of administrative divisions" "siphon effect of high-quality resources" and "average effect of investment scale advantages". Therefore, we propose to promote the high-quality development of higher education and construct the relevant pilot area in Yangtze River Delta through the three ways of political methods, organizational methods and functional methods.
