摘　　要：2022年北京冬奥会是党和国家的一件大事,在整个筹备过程中,冰雪运动文化推广普及是重要的工作内容。运用文献资料法和逻辑分析法,在回顾和梳理国内外相关研究成果的基础上,阐释现阶段推广普及冰雪运动文化的重要意义,认为其是弘扬奥林匹克精神和中华体育精神、树立文化自信的重要举措,是国家战略发展的必然选择,是提升我国冰雪运动发展水平的必由之路,是素质教育的重要组成部分。并立足河北省实际情况,分析该省冰雪运动文化推广普及的政策优势、资源优势、人才优势。运用组织行为学相关理论,从观念要素、组织行为要素、物质要素3个方面构建“多元协同、内容丰富、形式多样、渠道立体、受众广泛”的立体化推广普及模式,为河北省乃至全国的冰雪运动文化推广提供参考借鉴。Beijing 2022 Olympic Winter Games is a major event for both the Communist Party of China and the whole country.In the whole preparation process,the promotion and popularization of snow and ice sports culture is an important work content.Using the methods of literature and logic analysis,this study explains the significance of the popularization of snow and ice sports culture based on the review and combing of the research results at home and abroad.It will carry forward the Olympic spirit and Chinese sports spirit,the important measures to establish cultural confidence.It is the inevitable choice of national strategic development,the only way to improve the level of ice and ice sports development in China,and an important part of quality education.Based on the actual situation of Hebei Province,the policy advantages,resources advantages and talent advantages of the popularization of snow and ice sports culture in this province are analyzed.Using the relevant theory of organizational behavior,a three-dimensional promotion and popularization mode of“multiple coordination,rich content,diverse forms,three-dimensional channels and wide audience”is constructed from the three aspects of concept elements,organizational behavior elements and material elements,so as to provide reference for the promotion of ice and snow sports culture in Hebei Province and even the whole country.
