关于高校科研水平考核的思考

摘　　要：正确地评估高校科研工作的质量和水平具有非常重要的意义。以现有SCI期刊论文影响因子指标进行评价存在局限性。在论文正文内统计有效的正面引用更能反映被引用文献的质量;引用指标的排序应在小学科范围内进行,不应将不同领域的刊物按影响因子高低进行排序;小同行可答辩式评议更能真正揭示出论文的质量和水平。It is very important to evaluate the quality and level of scientific research work in universities correctly.There are limitations in evaluating through the existing SCI journal paper impact factor indicators.Statistically valid positive citations in the body of a paper can better reflect the quality of the cited literature;the ranking of citation indexes should be carried out within the scope of small disciplines,and journals in different fields should not be ranked according to the level of impact factors;small peer defendable review can better reveal the quality and level of the paper.
