摘　　要：本文从条块关系的视角,对基层治理机制创新的动因、条件、路径和类型等问题进行了系统的梳理。与既有研究主要从宏观角度探讨条块关系与体制适应能力不同,本文提供了一种分析基层条块关系与适应能力的微观视角。研究发现,条块体制的分割性、低效性和惰性,给基层治理机制创新提出了要求。在条块分割体制下,基层政府之所以能够更好地对接基层社会,提高资源的配置和使用效率,实现基层善治,其最根本的就在于因地制宜进行机制创新。机制创新增强了基层治理体制的适应能力,使其彰显出灵活性、回应性、适应性和能动性。机制创新激发了体制的潜能和活力,维系了体制的韧性,使制度优势转化为治理效能。This paper systematically sorts out the motivations,conditions,paths and types of the innovation of grassroots governance mechanism from the perspective of Tiao-kuai relation.Different from the existing research which mainly discusses the Tiao-kuai relation and the adaptability of the system from a macro perspective,this paper provides a micro perspective to analyze the Tiao-kuai relation and adaptability of the grassroots level.The study found that the fragmentation,inefficiency,and inertia of the Tiao-kuai system set requirements for the innovation of grassroots governance mechanisms.Under the fragmented Tiao-kuai system,the most fundamental reason why the grassroots government can better connect with the grassroots society,improve the efficiency of resource allocation and use,and achieve good governance at the grassroots level lies in the mechanism innovation in accordance with local conditions.Mechanism innovation has enhanced the adaptability of the grassroots governance system,making it demonstrate flexibility,responsiveness,adaptability and initiative.Mechanism innovation has stimulated the potential and vitality of the system,maintained the resilience of the system,and transformed the advantages of the system into governance efficiency.
