摘　　要：中国政府的一统体制与多元地方之间存在张力,削弱了有效治理。但是一统体制又蕴含巨大的优势,若能转化为治理效能,则可极大促进有效治理。基层政府针对具体的治理事务,根据自身资源禀赋和约束条件,创制创新不同的治理机制,以充分调动和合理配置体制资源,推动体制资源与治理事务精准有效对接。"片线结合"是基层治理机制创新的范例,在具体运行中实现了人与事、领导与干部、一线工作与干部培养、授权与控权、人员配置与干部激励的有机匹配,激活了体制资源,降低了治理成本,增强了基层治理能力。适时、灵活、有针对性的治理机制创新,在一定程度上解决了政府体制统一性、稳定性、分割性、有限性与地方治理事务异质性、变化性、综合性、无限性之间的矛盾问题,从而弥合了一统体制与多元地方之间的张力,将体制优势转化为治理效能,实现了有效治理。There are differences between the unified governance system of the Chinese central government and the diverse local governance, which weakens effective governance. The unified governance system of the government contains great advantages, which can greatly promote effective governance if it can be transformed into governance efficiency. The grass-roots governments create and innovate different governance mechanisms for the specific governance affairs based on its resource endowments and constraints, to fully mobilize and rationally allocate system resources and promote the accurate and effective connection between system resources and governance affairs. "Networked governance" is an example of innovation of the grass-roots governance mechanism. In the specific implementation, it realizes the organic matching between people and affairs, leaders and cadres, first-line work and cadre training, authorization and power control, personnel allocation and cadre incentives, activates system resources, reduces governance costs, and enhances grass-roots governance capacity. Timely, flexible, and targeted innovation of governance mechanism has solved to a certain extent the contradiction between the unity, stability, segmentation and limitation of the governance system of the government and the heterogeneity, variability, comprehensiveness and infinity of local governance, thus bridging the differences between the unified governance system of the government and diverse local governance, transforming system advantages into governance efficiency and realizing effective governance.
