部门间协作网络的结构及影响因素——以S市市域社会治理现代化试点为例

摘　　要：基层是国家治理体系中的重要一环,在社会治理的过程中,属地化的管理制度容易造成上级部门向基层的推责,基层部门往往面临资源缺位,责大权少的问题。部门间协作网络提供了弥合条块间资源缺位、权责错位的有效路径。通过对协作网络内生性结构与外生性节点属性的剖析发现,协作网络形成了以基层为主轴,条块部门结对的多部门协同网络结构,在协作网络中,部门执行力与部门行政压力显著影响着部门协作关系的形成。协作网络组织关系的分析表明,在制度安排中应当注重基层党委政府在协作中的核心地位,拓展部门协作的主体与范围,充分发挥党委部门的监督领导作用。在任务部署中强调职能部门的执行力,通过将职能部门的治理界面向基层推移,构建多中心的部门协作网络,防止任务向基层单一部门的堆叠。The primary level is an important part of the national governance system.In the process of social governance,the Localized Management system is easy to cause the superior departments to push the responsibility to the primary level.The primary departments often face the problems of lack of resources,great responsibility and less power.Interdepartmental collaboration network provides an effective way to bridge the lack of resources and the dislocation of rights and responsibilities between departments.Through the analysis of the endogenous structure and exogenous node attributes of the collaboration network,it is found that the collaboration network has formed a multi department collaboration network structure with the primary level as the main axis and the departments in pairs.In the collaboration network,the departmental executive power and departmental administrative pressure significantly affect the formation of departmental collaboration relationship.The analysis of cooperation network organization relationship shows that in the institutional arrangement,we should pay attention to the core position of grass-roots party committees and governments in cooperation,expand the subject and scope of departmental cooperation,and give full play to the supervision and leadership role of Party committees and departments.In the task deployment,the executive power of functional departments is emphasized.By moving the governance interface of functional departments to the primary level,a multi-center department cooperation network is built to prevent the stacking of tasks to a single department at the primary level.
