多层次治理视域下我国体教融合发展困境及完善对策

摘　　要：运用文献资料、理论分析与逻辑分析等方法,以多层次治理理论为依据,探讨我国体教融合的发展困境及完善对策。多层次治理视域下,体教融合协同治理框架应包括利益协同、行动协同、制度协同与目标协同四个维度。目前的发展困境:相关部门行动目标不统一;基层政府缺乏行动互通性;实施层面管理缺位,组织实施混乱。完善对策:加强多部门的沟通交流,树立协同精神;创新多层次治理体系的组织结构设计;创设各主体间平等合作环境及利益驱动机制;完善管理监督机制,促进体教融合切实发展。By using the methods of literature review,theoretical analysis and logical analysis,based on multi-layer governance theory,this paper discussed the development difficulty and countermeasures of sports and education integration in China.From the perspective of multi-level governance,the collaborative governance framework of sports and education integration should include four dimensions:interest synergy,action synergy,system synergy and goal synergy.Development difficulty:Related departments’action goals are not unified,grassroots governments lack interoperability of action,management at the implementation level is absent,and organization and implementation are chaotic.Improvement countermeasures:We should strengthen the multi-department communication to establish cooperation spirit,innovate the organizational structure design of multi-level governance system,create an equal cooperation environment and interest driven mechanism among various subjects,and improve the management and supervision mechanism to promote the development of the integration of sports and education.
