新时代县域内义务教育的重组--基于山东省M县学区化办学的经验与反思

摘  要:学区化办学是推动县域内义务教育重组的重要路径,也是促进县域义务教育均衡发展的迫切需要。山东省M县通过学区化办学改革,实现了学区内管理模式一体化、资源供给一体化、生源配置一体化,为县域内义务教育发展积累了宝贵经验。但学区化办学也面临着组织边界意识与共建共享理念脱节、学区同质化建设与各校特色发展相悖、具体协作办学与整体制度体系不符等现实困境。深入推动县域内义务教育变革,需要重构组织边界,激发学区化办学内在动力;尊重异质合作,促进学区化办学特色发展;完善规章制度,保障学区化办学高效运行。School district running is an important path to promote the reorganization of compulsory education at the county level,and also an urgent need to promote the balanced development of compulsory education at the county level.Through the reform of school district,M County of Shandong Province has realized the integration of management mode,resource supply and student allocation of the school district,which has accumulated valuable experience for the development of compulsory education in the county.However,school district running is also faced with practical difficulties such as the disconnection of organizational boundary consciousness and the concept of joint construction and sharing,the homogenization construction of school district and the characteristic development of each school,and the specific cooperation of running schools and the overall system.To further promote the reform of compulsory education in the county level,it is necessary to reconstruct the organizational boundary,stimulate the internal motivation of school districts,respect the heterogeneous cooperation,promote the characteristic development of school districts,and improve the rules and regulations,to ensure the efficient operation of school districts.
