社会组织参与体育治理共同体建设的“制度阻滞”及路径选择

摘　　要：伴随社会的现代化发展,我国的治理体系与治理模式也不断进行现代化更新,多主体的协同治理成为治理现代化进程中的重要组成部分。体育社会治理共同体的提出,不仅意味着体育社会治理主体活力的激发,同时意味着多主体间共情、共境、共事关系的持续建构。社会组织是体育社会治理共同体的主体之一,如何挖掘社会组织治理潜力、激发社会组织治理行动力成为未来一段时期,我们所要思考的问题。在挖掘和激发社会组织活力之前,正视社会组织参与体育社会治理共同体建设中的“制度阻滞”,探讨其参与路径具有现实意义。研究认为:体育社会治理共同体的建构意味着共同体实现了从“命运共同体”到“治理共同体”的内涵扩布,从“自上而下”到“自下而上”的纵向约束关系更新,从“主客体”到“主体间”的治理共同在场资本整合;社会组织参与体育社会治理共同体建设面对着制度虚置、制度异化、制度缺位等制度阻滞;在社会组织参与体育社会治理共同体建设中,应加强社会组织凝聚力、构建情感治理共同体,提高社会组织韧性、构建信任治理共同体。With the development of social modernization,China’s governance system and governance model is also constantly modernized and updated,multi-subject collaborative governance has become an important part of the process of governance modernization.The proposal of sports social governance community not only means the vitality of sports social governance subjects,but also means the continuous construction of multi-subject empathy and common working relationship.As one of the subjects of sports social governance community,social organizations should explore the governance potential of social organizations and stimulate the governance action of social organizations in the future.Before excavating and stimulating the vitality of social organizations,it is of practical significance to face up to the“system block”of social organizations’participation in the construction of sports social governance community and explore its participation path.The research holds that the construction of sports social governance community means that the community has realized the connotation expansion from“destiny community”to“governance community”,the vertical constraint relationship renewal from“top-down”to“bottom-up”,and the integration of governance common on-site capital from“subject and object”to“between subjects”.The participation of social organizations in the construction of sports social governance community is confronted with system block,such as system vacuity,system alienation and system absence.When social organizations participate in the construction of sports social governance community,we should strengthen the cohesion of social organizations,build emotional governance community,improve the resilience of social organizations,and build trust governance community.
