共有、共建、共享:共同富裕的本质内涵

摘　　要：共有、共建、共享是共同富裕的本质内涵。中国特色社会主义的“共有”是中国人民在基本经济制度下共同对国家政权和国家资源性资产、经营性资产的所有权,是从法理维度对共同富裕所有制关系的规定,体现了社会主义的本质要求;“共建”是从事正当行业且有劳动能力的适龄人口通过“自组织”与“他组织”统一的方式,建设以物质文明为主,精神、政治、社会和生态文明为辅的整体系统,并通过对困难地区和群众的帮扶,构建起全国共建的格局,是从生产维度对共同富裕物质基础的规定,凸显了人民群众的主体力量;“共享”是共建主体在社会主义初级阶段基本分配制度下,通过劳动和各种生产要素获取报酬,共同享有五大文明发展成果,是从分配维度对共同富裕价值追求的规定,彰显了公平正义的价值追求。三者的协同关系表现为三者是一个相互联系、相互支撑、不可分割的有机统一体,缺乏任何一方都将造成共同富裕的性质改变和实践障碍;同一关系体现在目标维度统一于共同富裕、主体维度统一于人民群众、理论维度统一于历史唯物主义、时间维度统一于整个社会主义历史发展阶段上。Joint ownership,joint contribution and shared benefits are the essential connotation of common prosperity.“Joint ownership”of socialism with Chinese characteristics is the ownership of the state power,national resource assets and operating assets by the Chinese people under the basic economic system.It is a provision on the ownership relationship of common prosperity from the legal dimension,which reflects the essential requirements of socialism;“joint contribution”refers to the construction of an overall system dominated by material civilization and supplemented by spiritual,political,social and ecological civilization by the working-age population engaged in legitimate industries and capable of working through the unified way of“self-organization”and“other-organization”,and the construction of a national pattern constructed by all through assistance to difficult areas and people.It is a provision on the material basis of common prosperity from the perspective of production,highlighting the people s principal status as masters of the country;“shared benefits”means that all people obtain remuneration through labor and various factors of production under the basic distribution system in the primary stage of socialism,and jointly enjoy the development achievements of five civilizations.It is a provision on the pursuit of the value of common prosperity from the distribution dimension,highlighting the pursuit of value of fairness and justice.The synergetic relationship among the three shows that they form an organic unity which are interrelated,mutually supportive and inseparable.The lack of any element will lead to the change of the nature and practical obstacles of common prosperity.The same relationship is reflected:one goal of common prosperity,all people as masters of the country,one theory of historical materialism and time in the whole stage of socialist historical development.
