摘　　要：本文采用文献研究和比较研究的方法,通过解读美国、欧盟已有的“同情用药”制度,为我国“同情用药”制度的具体落地、实施提供一些思路。By means of literature study and comparative study,this paper interprets the existing"compassionate use"system in the United States and the European Union,and provides some ideas for the concrete implementation of"compassionate use"system in China.
