摘　　要：企业家是创新发展的重要组成部分,分析企业家培育和发展政策并探寻其机制创新有利于解决当前我国企业创新高质量发展的难题,有助于应对当前疫情和国际经济形势的考验。通过构建政策文本二维分析框架,对企业家培育和发展政策进行回溯与梳理,结果显示:从总体来看,我国企业家培育和发展政策经历了摸索、起步、调整与发展阶段,发文主体呈现多元与联合趋势,政策内容以创新培育为中心逐渐完善。在制定我国企业家培育和发展政策时要注意优化政策工具的使用结构,增强政策可行性;需要重视示范带头作用和教育培训环节,保障创新型企业家培育的各环节衔接;注重政策工具与培育维度的匹配,激发企业家队伍创新活力,保护和弘扬企业家精神。Entrepreneurs are an important part of innovation and development.Analyzing entrepreneurs’cultivation and development policies and exploring their mechanism innovation are conducive to solving the problems of high-quality innovation and development of Chinese enterprises,and to coping with the current epidemic and the test of the international economic situation.By constructing a two-dimensional analysis framework of policy text,this paper traces and combs the entrepreneur cultivation policy.The results show that:from an overall point of view,China’s entrepreneurship cultivation policy has gone through the stages of exploration,starting,adjustment and development.The main body of the article has shown a trend of diversification and integration,and the content of the policy has been gradually improved with innovation and cultivation as the center.However,in policy formulation,attention should be paid to optimizing the structure of the use of policy tools and enhancing the feasibility of policies.It is necessary to pay attention to demonstration of leadership and the use of education and training links to ensure the connection of all links in the cultivation of entrepreneurial innovative talents;to focus on the matching of policy tools and cultivation dimensions,to stimulate the innovative vitality of the entrepreneurs,and to protect and promote entrepreneurship.
