实现国家科技自立自强的人才基础

摘　　要：把科技自立自强作为国家发展的战略支撑,必须以加强相关领域科技人才队伍建设为基础。本文从科技自立自强的内涵出发,探讨了新形势下,我国在相关科技领域的人才基础、需求与短板。研究发现,我国拥有实现科技自强必要的科技人力资源基础,但同时人才队伍的短板在科技自立自强相关领域表现得尤为突出。未来建议从抓好基础学科后备人才培养、继续吸引全球顶尖人才、积极参与全球科技治理、抓好新时代高技能人才队伍建设等方面进一步筑牢科技自立自强的人才根基。In order to make self-reliance and self-improvement in science and technology(S&T)as the strategic support of national development,we must strengthen the construction of S&T talents in related fields.Starting from its connotation,this paper discusses the talent base,demand and shortage of S&T talents in related field under the new era.It is found that China has the necessary human resource base to achieve self-reliance and self-improvement in S&T,but at the same time,the weakness is particularly prominent in related S&T field.It is suggested to further strengthen the talent foundation by focusing on the cultivation of future talents in basic disciplines,continue to attract the world's top talents,actively participate in global S&T governance,and focus on the construction of high skilled technicians etc.in the new era.
