图书馆决策咨询服务的课题与对策——从国际图联议会图书馆与研究服务专业组的热门话题谈起

摘　　要：近年来,国际图联议会图书馆与研究服务专业组为配合各国议会普遍展开的议会强化建设,大力推进和探索图书馆研究服务的质量提升和能力建设。从该专业组近期对专业伦理与循证实践两个热门话题的讨论,不仅可以了解全球议会图书馆界在决策咨询服务发展方面的动向,而且对图书馆界开展决策咨询服务具有借鉴作用。图书馆决策咨询服务要与整个社会的高质量发展同步,需要在以下三个方面下功夫:引入循证实践,提升决策咨询服务的精准度;坚持公正原则,增强决策咨询服务的可信度;加强业务交流,提升决策咨询服务的卓越度。参考文献19。In recent years,the IFLA Library and Research Services for Parliaments Section has been promoting and exploring the quality improvement and capacity building of library research services in order to cooperate with the parliamentary strengthening projects carried out by the national parliaments.The discussion of the two hot topics of ethics and evidence-based practice can not only understand the development trend of decision-making consulting services in the global parliamentary library community,but also provide a reference for the development of decision-making consulting services in the library community.The author pointed out that the decision-making consulting service of the library should be synchronized with the high-quality development of the whole society,and efforts should be made in the following three aspects.First,introducing evidence-based practices to improve the accuracy of decision-making consulting services;second,adhering to the principle of fairness,and enhancing the credibility of decision-making consulting services;third,strengthening business exchanges and enhancing the excellence of decision-making consulting services.19 refs.
