摘 要:在中国治理实践中,领导小组作为一个“多功能性”机制被广泛运用于各种治理事务中,并对地方治理场域的条块关系产生重要影响。深描Y市“空心房”整治发现,领导小组能够有效促使条块关系从分割走向协同,形成“块”对“条”的注意吸引、统筹协调与监督控制的实践图景。在领导小组发挥高效治理的背后,所蕴含的实践机制包括政治压力传导、职责结构调整与协作风险控制,实现地方政府条块关系的优化。虽然领导小组可以灵活消解常规治理中的结构性困境,但也需要不断完善其制度化要素,实现制度化与有效性的有机平衡。In China’s governance practice,leadership groups are widely used as a“multi-functional”mechanism in various governance matters,and have a significant impact on the bureaucratic relationship of the local governance field.An in-depth description of the“hollow house”renovation leadership group of Y City shows that the leadership group can effectively promote the bureaucratic relationship from division to coordination,forming a practical picture of“Kuai”(horizontal link)attracting attention to“Tiao”(vertical division),“Kuai”coordinating“Tiao”and“Kuai”supervising and controlling“Tiao”.The practical mechanisms behind the effective governance of the leadership group include the transfer of political pressure,the restructuring of responsibilities and the control of collaborative risks to optimize the local bureaucratic relationship.Although the leadership group can flexibly resolve the structural dilemma in conventional governance,there is a need to continuously improve its institutionalized elements to achieve an organic balance between institutionalization and effectiveness.
