摘 要:在前苏联后期,俄罗斯全民教育水平与质量位居世界前列,尤其是工程科技教育与高等教育更为出色。近年来,其高等教育发展水平与质量明显落后。为提高高等教育质量及其国际竞争力且顺应经济全球化发展,俄罗斯联邦提出一系列"世界一流"教育项目与"国际竞争力"战略。不论是"5-100计划"还是"EDUCATION-2030,2035"等均提出数字化转型发展战略。俄罗斯高等教育数字化转型实施措施主要包括顶层设计、宏观调控与微观调整三部分具体内容。文章在对其转型措施进行合理性与局限性分析的基础上,提出其对我国高等教育数字化转型的启示:以法律政策与财政为保障,做好数字化转型战略规划;注重观念与国际接轨,积极参与国际联合研究与开发;完善数字化教育质量评估,减少数字化管理与评价的纰漏;培训教师数字能力,课程专业开发"以人为中心"。In the late era of Soviet Union,the level and quality of national education in Russia ranked the top across the world,especially the engineering science,technology education,and higher education.However,the development and quality of higher education obviously lagged behind in recent years.In order to improve the quality of higher education and to increase its international competitivity in response to the development of economic globalization,the Russian Federation puts forward a set of"world firstclass"education projects and"international competitivity"strategies,which incorporates"5-100 PLAN"and"EDUCATION-2030,2035".The implementation measures of digital transformation of higher education in Russia mainly include top-layer design,macrocontrol and micro-adjustment.This paper analyzes the rationality and limitations of its transformation measures,aiming to produce the following thoughts on the digital transformation of higher education in China.First,make a strategic plan for digital transformation with the guarantee of laws,policies,and finance.Second,pay attention to the integration of ideas with international standards and actively participate in the digital education network.Third,improve the quality evaluation of digital education and decrease the mistakes of digital management and evaluation.Fourth,train teachers’digital ability and develop"people-centered"curriculum specialty.
