企业温室气体排放在区域温室气体清单能源活动中的应用性分析

摘　　要：企业级碳排放核算报告中的固定源燃烧能源消耗,与省级清单能源活动中分设备活动水平数据的范围、边界一致,可以通过分析、筛选、汇总,将企业级固定源燃烧排放消耗的能源,对应至省级温室气体能源活动中。以甘肃省为例,甘肃省涉及温室气体排放的重点行业主要有发电、钢铁、有色金属、化工、建材、造纸、石油化工等,从这些行业的固定源化石燃料燃烧二氧化碳排放来看,与省级清单固定源化石燃料燃烧排放一致,因此可以将各行业设备级能源消耗,对应到省级清单化石燃料燃烧二氧化碳排放行业分类中。其中,甘肃省化工行业省级清单编制涉及到的设备级能源消耗主要是工业锅炉、合成氨造气炉,不涉及发电锅炉,能源作为原材料在化石燃料燃烧方面统一扣除,单独进行统计。通过诸多步骤,获取了清单编制口径的工业锅炉和合成氨造气炉能耗数据。综合来看,在明晰了企业级温室气体核算、区域温室气体清单核算的统计内涵的前提下,能有效将企业级温室气体排放数据,应用到省级温室气体清单能源活动以及碳达峰方案中。该方法简单易用,避免了方案编制时的数据缺失、数据统计错误等问题,能够为省级温室气体清单能源活动以及区域碳达峰方案编制提供新思路、新方法。The energy consumption of stationary source combustion in enterprise-level carbon emission ac-counting report is consistent with the scope and boundary of activity level data by equipment in provincial inventory energy activities.Through analysis,screening and summary,the energy consumed by enterprise-level stationary source combustion can be corresponded to the provincial greenhouse gas energy activities.In Gansu province for example,the key industries involving GHG emissions mainly include power generation,steel,non-ferrous metal,chemical,building materials,paper making and petrochemical industries.The carbon dioxide emissions from the stationary source combustion of fossil fuel in these industries are consistent with those from the stationary source combustion of fossil fuel in provincial inventory,so the equipment-level energy consumption of these industries can be corresponded to the industry classification with carbon dioxide emissions from fossil fuel combustion in the provincial inventory.Among them,the equipment-level energy consumption involved in the compilation of provincial inventory in the chemical industry of Gansu Province mainly include industrial boilers and synthetic ammonia gas furnaces instead of power boilers.As the raw material,energy is uniformly deducted from the fossil fuel combustion and counted separately.Through many steps,the energy consumption data of industrial boilers and synthetic ammonia gas furnaces with diameters listed in the inven-tory are obtained.On the whole,enterprise-level GHG emission data can be effectively applied to provincial GHG inventory energy activities and carbon peaking schemes on the premise of clarifying the statistical con-notation of enterprise-level GHG accounting and regional GHG inventory accounting.This method is simple and easy to use.It can avoid the problems of missing data and wrong statistical data in scheme preparation,and provide new ideas and methods for provincial GHG inventory energy activities and regional carbon peak-ing scheme development
