摘　　要：本文主要通过科技人才视角掌握党的十八大以来科技人才政策落实情况,选取了与科技人才发展密切相关的发现与评价、教育与培养、使用与集聚、激励与引导、开放与合作、学风与文化等6个方面的政策,调查科技人才对当前已出台政策的关注度和落实效果的感受,以及对未来政策的建议和诉求,为深入实施新时代人才强国战略、加快建设世界重要人才中心和创新高地提供现实依据和政策建议。From the perspective of scientific and technological talents,this report mainly investigates the implementation of scientific and technological talents policies since the 18 th National Congress of the Communist Party of China,selects six types of policies closely related to the development of scientific and technological talents,including discovery and selection,education and cultivation,use and aggregation,incentive and guidance,openness and cooperation,academic atmosphere and culture,and surveys concerns of scientific and technological talents to the current policies and their feelings about the implementation effect,and the suggestions and demands of future policies.This report provides the practical basis and policy suggestions for the implementation of the talents strategy for powerful country in the new era and accelerating the building of a center for key talent center and innovation highland in the world.
