摘　　要：面对世界政党制度发展新境遇,要在新时代彰显我国政党制度的优越性,向世界传播中国方案和中国声音,亟待构建新型政党制度国际话语权。新型政党制度在内容、功能、实践、文化和品质等方面都体现出超越西方政党制度的优势与特色,为掌握国际话语权提供了内生动力。而构建中国新型政党制度国际话语权,需要加强政党制度理论创新以提升话语自信力,着力建设协商民主增强协商效能以提升话语信服力,完善话语制度体系以提升话语支撑力,构建话语运行机制以提升话语传播力。Facing the new situation of the development of the world’s political party system,it is urgent to construct the international discourse power of new political party system when China tries to highlight the advantages of Chinese political party system in the new era and spread Chinese project and Chinese voice to the world.The new political party system has its advantages and characteristics in content,function,practice,culture and quality,which surpasses the western political party system and provides endogenous power for mastering the international discourse power.In order to construct Chinese new political party system s international discourse power,we need to strengthen the theoretical innovation of the political party system to enhance the discourse confidence,focus on constructing deliberative democracy and enhancing the efficiency of consultation to improve the discourse credibility,perfect the discourse system to enhance the discourse support,and construct the discourse operation mechanism to enhance the transmission power of discourse.
