摘　　要：基于中国工业2009—2017年省级面板数据,系统构建中国区域工业高质量发展评价指标体系,并将环境规制异质门槛纳入创新驱动工业高质量发展框架,考察不同区域环境规制门槛下创新活力对工业高质量发展的非线性影响机制。研究发现,当前区域工业高质量发展水平较低,区域异质性显著,有趣的是,创新活力对于区域工业高质量发展的作用存在显著的环境规制异质门槛效应:较低的环境规制水平不利于激发创新活力促进工业高质量发展,而随着环境规制水平的增强并超过临界值时,在一定程度上有效激发创新活力的驱动效应,进而能提高区域工业高质量发展水平。Based on the 2009-2017 provincial panel data of China's industry,the paper systematically constructs an evaluation index system for the high-quality development of China's regional industries,and incorporates the heterogeneous threshold of environmental regulations into innovation-driven high-quality industrial development framework to examine the nonlinear impact mechanism of innovation vitality on industrial high-quality development under the threshold of environmental regulation in different regions.The research found that the current level of highquality development of regional industries is low,and the regional heterogeneity is significant.Interestingly,the effect of innovation vitality on the high-quality development of regional industries has a significant heterogeneous threshold effect of environmental regulation:a low level of environmental regulation is not conducive to stimulating innovation vitality and promoting high-quality industrial development;As the level of environmental regulation increases and exceeds the critical value,it effectively stimulates the driving effect of innovation vitality to a certain extent,thereby increasing the regional industrial high quality development level.
