摘　　要：联合国大会每2年审议一次“多语制”问题,每10年左右发布一份关于联合国系统使用多种语言情况的审查报告。2020年6月联合检查组发布了《联合国系统使用多种语言情况报告》,涉及多语制在联合国各领域、各部门实施的详细状况。报告指出,联合国内部的语言平等至今尚未实现,对某些语言的明显偏爱尚待消除。报告基于对联合国系统各组织的问卷、访谈和文献调查,从制定多语战略政策框架、发挥多语问题协调员作用、为语言专业人员的聘用与发展制定新政策、出台多语学习政策、提供经费支持等方面提出了建议。本文对该报告进行了详细解读,以便更深入了解国际组织的语言政策,为中国增加高层次国际公务员和更好地在国际组织中维护自己的语言权利提供参考。The United Nations issues a review report on multilingualism in the UN system every 10 years,and the latest report was released in June 2020,covering the detailed implementation of multilingualism in various fields and departments of the UN.The report points out that language equality within the UN has not yet been achieved,and the obvious preference for English has yet to be eliminated.Based on questionnaires,interviews and literature surveys of different organizations of the UN system,the report puts forward some suggestions from the aspects of formulating a multilingual strategic policy framework,playing the role of multilingual coordinator,formulating new policies for the employment of language professionals,introducing multilingual learning policies and providing multichannel financial support.This paper makes a detailed interpretation of the report in order to better understand the language policies of international organizations.
