摘　　要：为全面贯彻党的教育方针,加强新时代高校党的建设,紧密结合高校党建工作实际,创新构建科学的、可执行的、系统的基层党建工作考核评价体系,对于充分发挥考核评价的导向作用、激励作用和监督作用,促进新时代基层党建工作质量提升,有着重要的指导意义。目前,考核评价体系在指标设计、评价机制、评价方式等方面还存在问题,应以“三高三强”为指导原则,建立更加科学的考评体系,加强责任落实、量化考核内容、运用信息化手段、创新考核方式、发挥考核结果激励作用,推动高校基层党建工作上水平、上台阶。In order to fully implement the party’s educational policy,strengthen party construction in colleges and universities in the new era,closely integrate the actual work of party building in colleges and universities,create a scientific,executable and systematic evaluation system for community-level party construction work,it has important guiding significance to give full play to the guiding,incentive and supervision role of evaluation,and promote the quality improvement of community-level party construction in the new era.At present,the evaluation system still has some problems in index design,evaluation mechanism and evaluation methods.We should take the“three high and three strong”as the guiding principle,to create a more scientific evaluation system,and strengthen the responsibility implementation,quantify the evaluation content,use information-based means,innovate the evaluation methods,give full play to the incentive role of the evaluation results,and to promote community-level party building in colleges and universities to a higher level.
