摘　　要：目的为探讨取消行政事业性收费政策对北京市涉水产品检测服务需求方的影响和提升社会化检测服务水平提供数据参考。方法对2019年北京市涉水评审所涉及的非中介代理申报企业进行问卷调查,采用配对资料McNemar’s检验对两类机构的主观感受和评价进行比较;对2015年、2016年、2018年和2019年的全部产品的涉水评审意见进行检测报告质量的信息提取,采用χ^(2)检验和多因素Logistic回归分析涉水产品检测报告质量的影响因素。结果认为第三方检测机构和CDC服务价格偏贵的企业分别占34.62%和26.92%,分别有58.33%和67.86%的企业遇到过招标单位和客户要求出具CDC检测报告的情况,CDC检测报告质量高于第三方检测机构,61.29%的企业倾向首选CDC检测。Logistic回归分析显示,CDC参与提供检测服务会提高评审报告的质量(OR=0.531,95%CI:0.311~0.906)。结论第三方检测机构涉水产品检测质量与CDC存在差距,建议进一步强化CDC在涉水产品检验检测技术服务领域中的技术支撑作用,在突出公益性属性的前提下促进其社会化检测技术服务的开展。Objective This paper is to provide data reference for discussing the impact of the cancellation of administrative institutional fee policy on the demand side of testing service for aquatic products in Beijing and improving the level of socialized testing service.Methods A questionnaire survey was conducted on the non-intermediary agent enterprises involved in the Beijing Water Assessment in 2019,and McNemar's test was used to compare the subjective feelings and evaluations of the two types of institutions.For the review opinions of all water-related products in 2015,2016,2018 and 2019,the information extraction of the inspection report quality was carried out.Theχ^(2) test and the multi-factor Logistic regression analysis were used to analyze the influencing factors of the quality of the inspection report of water-related products.Results The enterprises that consider third-party testing institutions and CDC services to be expensive account for 34.62%and 26.92%respectively;58.33%and 67.86%of the enterprises encountered bidding units and customers required CDC inspection reports;And the quality of CDC inspection reports was better than that of third-party inspection institutions.61.29%of enterprises preferred CDC as their first choice.Logistic regression analysis showed that participation of CDC in the provision of inspection services could improve the quality of review reports(OR=0.531,95%CI:0.311-0.906).Conclusion There is a gap between the inspection quality of water-related products of the third-party inspection institutions and CDC.It is suggested to further strengthen the technical support function of CDC in the field of water-related products inspection and inspection technology services,and promote the development of its socialized inspection technology service under the premise of highlighting the public welfare characteristics.
