“老牌”国家高新区适合产城融合发展吗——基于第一次创业时期53家国家高新区的数据分析

摘　　要：新发展阶段的背景下,"老牌"国家高新区需要由"科技园区"向"创新型生态园区"转型升级,亟需探索出新的发展路径。从"老牌"国家高新区产城融合发展互动机制入手,通过产业规模、城市建设和人力发展三个指标论证选择产城融合发展是一条正确的道路。利用53家"老牌"国家高新区数据,运用因子分析法建立高新区产城融合度评价体系,用熵值法赋权重,最终取得"老牌"国家高新区综合得分和排名加以分析。结果表明:"老牌"国家高新区适合产城融合发展,但在发展中要注意城市功能滞后、创新服务缺乏以及园区同质化等问题,应通过对"产、城、人"三个指标的提升和协同发展,使"老牌"国家高新区走好产城融合发展之路。Under the circumstances of new development, the established national high-tech zones in China are facing the process of transformation and upgrade from “Science and Technology Zone” to “Innovative Ecological Zone”. Therefore, a new development path needs to be explored. This paper, starting with the interactive mechanism of the integration,clearly proves that the choice of city-industry integration is correct based on the following three indexes: industrial scale, urban construction, and human development. With the existing data from the 53 national high-tech zones, the evaluation system of the integration degree of city-industry in national high-tech zones can be established by using factor analysis method and the entropy method which is able to give an accurate measure for all kinds of evaluation indexes. The research has proved that the established national high-tech zones in China are suitable for the city-industry integration. However, the concerns of urban function lag, lack of innovation service, homogenization of the zones need to be noticed. Through the promotion and coordinated development of the three indexes of “production, city and person”, the established national high-tech zones in China should take the road of city-industry integration.
