乡村振兴战略下生态脆弱地区的绿色转型实践——以四川省阿坝县藏族旅游村寨神座村为例

摘　　要：乡村共同体是村民情感和利益的共同体,也是村民文化和生活的重要载体。生态脆弱地区因为乡村共同体的解体和终结,致使环境恶化进而陷入生态性的贫困之中。破解乡村共同体之困,是生态脆弱地区完成绿色转型的关键,更是推动乡村振兴战略实施的核心所在。地方能人和政府通过发展生态旅游业,促进了地方产业结构升级转型,改变了生态破坏—生活贫困的恶性循环,进而实现了从生态贫困到绿色小康的转变。生态旅游业的发展过程中,"保护环境—经济发展"的新集体意识逐渐在村民群体中得到认同。因此,在经济与生态互惠互利新的集体观念基础上,乡村共同体得到了重构,环境的进一步恶化也被成功阻断,最终走上了生态、经济与社会良性互动的绿色可持续发展之路,形成了经济社会与生态环境和平共处的和谐局面。Rural community for a shared future is not only a community in which the villagers share their emotions and interests, but also an important carrier of their culture and life. Because of the disintegration of rural communities, the environment of ecologically fragile areas has deteriorated and reduced to the state of ecologically poverty. Breaking the poverty-stricken dilemma of rural community is both the key to completing the green transformation in ecologically fragile areas and the core of promoting the implementation of rural revitalization strategy. Through the development of ecological tourism, the local talented people and the government have promoted and upgraded the transformation of the local industrial structure, changed the vicious circle of “ecological destruction resulting in poor life”, and finally realized the transformation of the area from ecological poverty to being green and well-off. In the development of ecological tourism, the villagers have gradually developed and recognized the new collective consciousness of “environmental protection bringing about economic development”. Therefore, on the basis of the new collective concept that economic development and ecological protection are mutually beneficial, the rural community for a shared future has been reconstructed, and the deterioration of the environment has been successfully prevented. In the end, the village has embarked on the road of green and sustainable development of the benign interaction between ecology, economy and society, forming a harmonious environment of peaceful coexistence between social and economic development and the eco-environment.
